Smart Dialer functions as a router for calls made on an Android phone.
The default dialer selection is not smart enough, because one can only select a single dialer for all numbers, making it rather useless.
This dialer functions as a go between and directs calls to the correct dialer based on simple rules.
Currently, one can decide between country and mobile/landline conditions and choose the target dialer based on these conditions.
For example, it is now possible to route all calls to German landlines via Skye or Viber or any other dialer you fancy.

This is pretty much exactly what I was looking for. I've only just installed it and tried dialing a few numbers; it seems to work fine. By version 1.0, I hope it will have the following improvements: - Smart texter; parallel app - Addition of NOT in rule
