On rooted phones, the application can install or uninstall itself to/from system folder. Might require busybox.
NB: When uninstalling from system folder all widgets are lost and app might need reinstalling!
APN toggle is really disabling mobile data access, but every phones behaves differently: data notification icon may disappear completely when disabled (expected) or only the arrows will disappear. Note that there is no way to actually untick the corresponding settings!
I'm looking into this regularly and will post an update if I find a better solution.

Exactly what I looked for, allows to on/off most used settings. But you have to have phone rooted to get everything work.

Replace your ugly stock widgets!
Graphics are crisp and beautiful. Using on a rooted phone allows for nice extra features, but it also works great without root. Good job!

ONLY FOR PHONES WITH ROOT ACCESS
See that wasn't very difficult why not have it more clearly so you don't make suckers out of so many people who don't want to switch to root access. you are either inept or deceiptful.

Poor app for bionic
That was a waste of money there's no functionality inside of the app that isn't already on the phone itself. DON'T WASTE YOUR TIME!!!
