This is a theme (like a skin) for GO Contacts EX, it will not open on its own. You must install the free contact management app "GO Contacts EX" and apply it.

To apply theme:
Open GO Contacts EX > Pres Menu > Themes > scroll to Nexus Q Theme > Apply
