Blur and dim your photos

Tholotis is a simple photo editing tool composed of two sliders: Blur and Dim. Choose an image from your camera roll or use your current wallpaper. Adjust the two sliders so the image transforms to be as blurry and/or dim as your little heart desires. Save it to your gallery, and voilà! Use it for whatever you choose.

It's far too simple a photo editor for most people's taste, but if you just wanted to blur and dim your images, it's sufficient.

Developer's original description available here
